NEIGHBOURHOOD DEVELOPMENT PLAN
The Pilning & Severn Beach Neighbourhood Plan is essential for ensuring that future development in the Parish aligns with residents' wishes and preserves the qualities that make it a great place to live. It provides you with an opportunity to help make decisions on the future of our Parish.
Since January 2021, a group of volunteers from the Parish has been producing a Plan that will shape, over the next decade, the look of our area. It will secure housing and other development for our community whilst preserving other valued green spaces and amenities.
The Plan enables the Parish to have greater influence on where and how houses are built. It will bring additional funds (up to 25% from 15%) which can be invested back into the local community.
Residents and local businesses have been involved from the start and have been influential in producing the Neighbourhood Development Plan (the ‘NDP’). The Steering Group seeks your constructive feedback, both good and otherwise, on the draft proposals presented in the NDP. This Regulation 14 consultation gives you the opportunity to have your questions answered and to have your say.

What is the Vision of Our Neighbourhood Plan?
The Neighbourhood Development Plan is a legally binding document created to set out a Vision and planning Policies for future development of our Neighbourhood Area. It becomes part of the overall South Gloucestershire development plan, influencing how future planning applications are determined.
​The Vision of the P&SB Neighbourhood Plan
In 2035, the Parish of Pilning & Severn Beach will have retained its rural character and its sense of village communities. It will have preserved its green spaces, and improved access to countryside and the Severn estuary.
Some small-scale new development will have occurred to meet local needs. This development will have provided new market and affordable homes enabling young adults to remain, and some accommodation for older people to enable local residents to age in place.
These new developments, and the homes within them, will be well designed, attractive, and efficient places which build upon the existing sense of community. Important local community facilities and services, pubs and shops will have been protected, and in some cases new facilities will have been provided. All will support the sustainability of our community to the benefit of the wellbeing of residents.

What are the Policies of Our Neighbourhood Plan?
Our Neighbourhood Development Plan contains total of 27 Policies under headings of Housing and Site Allocations, Design, Flood Risk, Travel, Transport and Parking, Community Facilities, Large Commercial Developments and the Environment, Countryside and Green Belt.
The Polices address:
• Allocation of sites for 246 homes across the Parish.
• Provision of ‘affordable’ new homes (between 35% to 50%).
• Provision of up to 41 units of extra care accommodation.
• Allocation of land Parking at Severn Beach station and visitor carparks.
• Design of new developments to considers issues including appearance, flood risk and impact on
Green Belt.
• Allocation of site for retail including pub/bar and takeaway.
• Protection and improvement of existing local amenities.
• Investments for outdoor and indoor sporting activities.
• Preservation and enhancement of existing public green spaces.
• Enhancements to the network of cycleways and footpaths.
• Reducing the impact of large commercial developments.
The contents of a NDP must be planning related and therefore is limited in what it can influence in areas such as roads or service level of public transport. Those types of issues that have arisen in developing the NDP have been captured in an ’Aspirations Document’ for the Parish Council to consider and monitor once this Plan is made.

Your next actions
Regulation 14 Consultation is the process that allows communities to provide feedback on a Neighbourhood Development Plan before its submission for independent examination.
Relevant supporting documents can be easily accessed by using the links in this website.
A paper copy of the NDP can be seen by visiting the library at Severn Beach from 22nd September to 26th October 2025.
You can provide feedback on the plan or ask questions about it by using the response form HERE or by post up until 26th October 2025.
RETURNING YOUR FEEDBACK
There are three methods for returning your feedback on the Neighbourhood Development Plan during this consultation:
1. At the drop-in sessions on 18th and 20th September, post your feedback into the feedback box in the hall using the available form.
2. Access the NDP HERE
3. Access the response form HERE
